Sweeping changes in some of the ways Wall Street banks and brokerage firms do business are on the way. Now that the lawyers in Congress have created a new set of rules the lawyers working for the banks will pour over the language and look for ways to operate business as usual under the new rules, either in the U.S. or offshore.
