Are Post Offices Pork?

WASHINGTON - U.S. Senators Jeff Bingaman and Tom Udall today raised serious concerns they have about the U.S. Postal Service's (USPS) plans to study the possible closure of up to 50 post offices in New Mexico. In an effort to reduce costs, the U.S. Postal Service announced last week that it will undertake a study of 3,700 post offices nationwide to determine which to close. The USPS identified 50 it may target in New Mexico. In a letter, the Senators asked for a meeting with the Postmaster General and outlined some of their concerns, including what impact closures may have on rural New Mexico. Actually a federal run post office is unconstitutional. Review the powers granted in Article I, Section 8. Note the language about the post office. The action is "to establish". Now look at the grant concerning the Navy which states "to provide and maintain". Does "to establish" carry the same meaning as "to provide and maintain"? Of course not. Since the clauses were developed by a single group of persons, one would expect the use of the same language if the intent were to result in similar actions. The Framers would have said "to provide and maintain" post offices and post roads IF the federal government was supposed to do so. But the Framers did not grant this power. The Framers mearly said Congress was to establish these two items and nothing more.
