No, our government's unconstitutional War on Drugs is the cause. No one, and especially the government has the authority to stop one from using whatever one wants. These drugs were placed on Earth by God to be used. Some abuse. Some don't. Alcohol, a waste product from a microorganism, is acceptable yet we want the government to punish for other natural substances. Remember the failed prohibition. At least then the government followed the law, got an amendment, and then with the People's permission ran booze off the shelves. But People still got whatever they wanted and certain folks became filthy rich.
Caffeine and capsaicin are cousins to cocaine. They are all alkaloids. Snorting caffeine can produce effects similar to cocaine. And having pure caffeine or capsaicin carry similar punishments yet we all drink coffee and eat chile daily.
The problem arises from misguided people, and from people who think they know better and should be allowed to control what others do. If the profits from drugs were not great, i.e. legal sources, the drive from greed would be reduced because folks could buy them next to their booze. And the violence would be reduced.
Even God doesn't try to stop you from doing drugs. God is the ultimate libertarian. He allows you free will to do what you wish, albeit leaving you to face His consequences in the end. But He lets you do what you wish.
This is not to say there should net be consequences for "pushing" drugs on others, esp to young folks and for actions under the influence that injure or endanger others. But like alcohol, there should be an age level because it is no one's business what an adult does to him/herself.
