From therepublic.com- A proposal to evaluate teachers based on student achievement and lay the groundwork for performance-based compensation has cleared the Senate. The legislation is part of Gov. Susana Martinez's plan for improving New Mexico's public schools. The Senate approved the measure Friday on a 34-6 vote and sent it to the House for consideration. Opponents objected that 40 percent of the evaluation of some teachers will be based on the academic growth of their students as measured by standardized tests. More News New Mexico

You can lead a horse to water but you can't make him drink.
Remember this when you criticize ALL the teachers and think you can measure the teacher by the student.
Students are an independent animal. And quite often a certain ethnic group in NM has never had much desire for education. This group has consistently underperformed and has dropped out at consistent rates for 5 or more decades.
Families and individuals must put education first. That is not the case for many in NM. Until such time as those on the receiving end desire to improve, they will not. And it is a difficult job for teachers to alter a bad attitude in the student, especially when parents don't care either.
Our public servants are as ignorant as those they pretend to help. Every step the government takes makes things worse. Education has gone downhill rapidly since the mid-70s when affirmative action and government control expanded.
