Here we go again, bureaucrats with animal rights activist mentality. It's "Spotted Owl" syndrome all over again. They're about to kill billions of dollars in jobs with their finger up their nose, or else where. Why aren't critical thinking skills and a history of applying common sense logic a requirement in being appointed to these environmental positions within state and federal government? Why are we always stuck with someone who has an agenda and seemingly incapable of making ration decisions?
A possible answer to your two questions: Because we continue to fund them.
