What really needs to be done is to quit letting folks move into NM. No new people. We cannot support growth because of limited resources. It is time to tell those pushing for continued growth to leave our state. I suggest a cutoff date of 1964 for new enters unless married to a native.
This is a bit tongue in cheek. A date of 1974 is probably more realistic.
Maybe 1674 would be better. Lets nuke the place and give natives a bomb shelter and five years worth of rations.
